aim and use of the NPI.
To interpret NPI data, assessors need to understand the program
and its limitations, as well as the common causes of data variation,
which methods of analysis to avoid and suggested techniques to
employ.
It is also necessary to consider the factors that contribute
to the emissions, rather than focusing only on total emissions.
