National Pollutant Inventory (NPI)
The NPI is an online database published by the Australian government containing information on the types and quantities of pollutants being emitted from a range of industrial, commercial, transport and household activities.
In South Australia NPI data comes from a combination of EPA licensed and non-licensed facilities. A business may need to report to the NPI even if it is not licensed by EPA.
While the NPI is a federal initiative, each state or territory is responsible for implementing the program. The EPA has established a NPI team to run South Australia's program. The focus of the team is to ensure the quality and reliability of the reported data through desktop auditing, scheduled site visits, and onsite audits of facilities.
The NPI emission information:
- helps in environmental planning and management
- promotes waste minimisation and cleaner production by industry and business, leading to energy and resource savings
- provides the community with accessible information on pollutant emissions to the environment
- increases community awareness of the contribution to pollution from many different sources.
NPI legislation
The legislative framework underpinning the NPI is the National Environment Protection (National Pollutant Inventory) Measure (NPI NEPM). A copy of the NPI NEPM is available from the Environment Protection and Heritage Council (EPHC).
Penalties can be applied in South Australia if a NPI report is not submitted, submitted late or does not contain the required information.
Reporting
The NPI database displays estimated emissions, calculated in kilograms per year (kg/yr), for substances that may pose a health and/or environmental risk. These emissions can arise from industrial, commercial, domestic and transport activities.
To report on emissions, a company must complete a Facility Registration Form and forward it to the SA NPI team. The majority of South Australian industries submit their estimated emission data annually to the SA NPI Team by 30 September. The NPI database is then updated on 31 March the following year.
